Both the Minister of Finance, Gheorghe Pogea, and the Minister of Labor, Marian Sarbu, declared that the civil servant system will be simplified next year, and that the law will be subject to changes. “As concerns the state wage system, 2010 will be a year of reform, of simplification, of improvement of all positions, and of a reduction in the number of positions. We are also attempting to use the single salary law to plan the multi-annual budget,” explained Sarbu.
The draft law stipulates, in addition to a cut in the number of positions, that the base salary for each position be set in nominal values, and this will be based on an inter-ministerial analysis, to be presented to Parliament by 30 September 2010, for 2011 salaries. IMF and World Bank experts will assist in drawing up changes to the law next year, according to recent statements by government sources for Business Standard.
